Subsequently, we notice that Islam does not agree on that
equality or in other words does not agree on the opinions of
disreputable people:"And if you obey most of those upon
the earth, they will mislead you from the way of Allah".

Hence, we cannot rely on their opinions or trust the validity
of their collective decision.
If the case is as mentioned above, then how can we ex-
plain the following words of Allah:"whose affair is [deter-
mined by] consultation among themselves"

Can we con-
clude from this Holy Verse that the muslims are entitled to
choose their rulers, holders of power and politicians in spite
that their opinions cannot be reliable?
The answer of this question is stated through the follow-
ing Noble Verse:"It is not for a believing man or a believ-
ing woman, when Allah and His Messenger have decided
a matter, that they should [thereafter] have any choice".

Therefore, the Islamic State or the so-called currently the
"Theocratic State"is a divine regime in which people are
