lation, no one is entitled to create laws or originate legis-
lations since laws and legislations were mentioned in the
Holy Quran and Sunnah, and the muslims should only
abide by and conform to them because they are comprehen-
sive and falsehood cannot approach to them neither from
the right nor from the left; neither from front nor from be-
hind as stated in the Holy Quran :"We have not neglected
in the Register a thing".

In regard of this situation, and concerning these facts,
we cannot understand the Holy Verse:"whose affair is [de-
termined by] consultation among themselves"

except
for ordinary matters of life that have nothing to do with
the field of legislations and enactment of laws. In addition,
Shura is nothing but the consultation of knowledgeable and
respectful people and is not attributed to people whose de-
cisions and opinions cannot be reliable. Despite the previ-
ously stated facts, Islam has guaranteed the right of work
and ownership and dedicated a wide range of powers to
knowledgeable and faithful people. "And if you disagree
over anything, refer it to Allah and the Messenger".
