fear the people but fear Me, and do not exchange My verses
for a small price. And whoever does not judge by what Al-
lah has revealed - then it is thosewho are the disbelievers".((10(
(Surat Al-Maaida Verse No. 44.)
In completion to the command of Allah for the sake of
achieving justice, enactment of laws for this justice was
necessary by virtue of a clear unambiguous penal law. We
state as an example Verse No. 45 of Surat Al-Maaida:"And
We ordained for them therein a life for a life, an eye for an
eye, a nose for a nose, an ear for an ear, a tooth for a tooth,
and for wounds is legal retribution. But whoever gives [up
his right as] charity, it is an expiation for him. And whoever
does not judge by what Allah has revealed - then it is those
who are the wrongdoers".((10(
This divine law that devotes justice and which falsehood
cannot approach from before or from behind it((10( needs for
its accomplishment, as we aforementioned, a just ruler and

." َ نو ُمِلاَّظلا ُم ُه َك ِئ ٰ َ لو ُأَف ُهَّللا َلَزن َأ ا َمِب
