ditions so as peace and tranquility would prevail:
The first condition: issuance of judgment by means of an
originally fair and unequivocal law.
The second condition: the availability of a fair judge who
is not affected in his fair judgment by the blame of a critic.
The third condition: the presence of a fair ruler who
guarantees the implementation of the provisions of the fair
judge.
Proceeding from these three conditions, Prophet Mo-
hammad (PBUH) represented the clear evidence on how to
restore justice and in this regard comes more than hundred
Holy Verses from which we state Verse No. 43 in Surat Al-
Maida:"[They are] avid listeners to falsehood, devourers of
[what is] unlawful. So if they come to you, [O Muham-
mad], judge between them or turn away from them. And if
you turn away from them - never will they harm you at all.
And if you judge, judge between them with justice. Indeed,
Allah loves those who act justly".

This emphasizes the
necessity of acting justly without being frightened of people
and afraid of the consequence of acting justly:"… So do not
