That is for them a disgrace in this world; and for them in the
Hereafter is a great punishment".

The strict punishment of the corruptors is merely a re-
sponse to their terrible impact in the destruction of the state
and the nation, and the ruler is required to fight against them
and punish them as long as he is devoted to preserve the
safety of his religion and the security of his state and Al-
lah looks with satisfaction towards rulers who committed
errors and repented and the evidence on that is represented
in Verse No. (30) of Surat Saad: "And to David We gave
Solomon. An excellent servant, indeed he was one repeat-
edly turning back [to Allah]".

This means that he is per-
manently repentant to Allah and deeply attached to his pro-
visions, thus he is not permitted to take money that he has
no right in. Consequently, bribery is considered one of his
worst enemy and prohibitions that should not be committed.
The ruler is the pioneer of his people and from the char-
acteristics of the pioneer is to believe in his people so that if
he did a merit, he attributes that to Allah and if he commit-
