ted an error, he ascribes it to himself. Moreover, he is neces-
sarily confident in Allah and should fortify himself wherein
he would neither deceive nor betray, and Allah knows the
deceptions of eyes and secrets of breasts.
Consequently, the just ruler is the one capable of taking
his people into the homeland of safety and security. More-
over, he is distinguished by characteristics that should ex-
ist in the ruler; he would not get frightened at the time he
ought to be courageous and would not get involved in situ-
ations of hazards and recklessness so as his people would
not bear the consequences as stated in Verse No. 19 in Surat
Al-Baqara:"Or [it is] like a rainstorm from the sky within
which is darkness, thunder and lightning. They put their fin-
gers in their ears against the thunderclaps in dread of death.
But Allah is encompassing of the disbelievers".

These are the obtainable characteristics identified in re-
gard of the ruler and by reference to the biography of the
Ancestors, we find what quenches the thirst and meets the
need to acknowledge the mostly favorable rulers and it is
sufficient to thread the steps of the second Caliph, Umar
Ibn al-Khattab (May Allah be pleased with him) when he
addressed Muslims by saying:
