Due to the importance required from the ruler, he should
possess the distinguished characteristics of the leader and
at the top of these characteristics comes the disinterested-
ness in covetousness, and dedication to preserving the state
through avoiding corruptors and pursuing the advice of loy-
al people in compliance with the orders of Allah Almighty
Who witnesses each and every movement the ruler per-
forms as he is the guardian of interests of people. Therefore,
Surat Al-A’raaf Verse No. 143 states the following words
of Allah:"And Moses said to his brother Aaron, "Take my
place among my people, do right [by them], and do not fol-
low the way of the corrupters".

Subsequently, the avoidance of corruptors comes in the
first place regarding the behavior of the just ruler because
Satan lurks believers while it is embodied by corruptors on
earth whomAllah has ordered to eliminate as stated in verse
No. 33 of Surat Al-Maaida: "Indeed, the penalty for those
who wage war against Allah and His Messenger and strive
upon earth [to cause] corruption is none but that they be
killed or crucified or that their hands and feet be cut off
from opposite sides or that they be exiled from the land.
