Quran Verses aforementioned especially when mentioning
authority…
If authority means absolutism, and its owner or whom
we call "Sultan"or "Ruler"is entitled to do what he desires,
the situation in the law of Islam is extremely different since
the Sultan in the Islamic State following this great religion
had to be characterized by justice, humility, and equality
among people in various matters of life. Moreover, the ob-
vious evidence on that is the Holy Verse which acknowl-
edges Shura (consultation) as the basic principle among the
principles of Islam"So by mercy from Allah, [O Muham-
mad], you were lenient with them. And if you had been rude
[in speech] and harsh in heart, they would have disbanded
from about you. So pardon them and ask forgiveness for
them and consult them in the matter. And when you have
decided, then rely upon Allah. Indeed, Allah loves those
who rely [upon Him]".

At this verse, what arouses our attention is the Kuwaiti
legislature who devoted these concepts in the constitu-
tion, thus making Islam the religion of the State and Arabic
its official language. Therefore, all the legislations in this
