THE RIGHTEOUS RULER SEEKS THE
APPROVAL OF ALLAH AND GLORY
The Humanitarian community had to agree among them-
selves on a law that regulates their matters and judge them
justly by its virtue. Thus a need for a leader, ruler, or a prince
emerged in order to ensure the implementation of the law
and address points of disagreement so that the Arab said
by virtue of their wise people: the evil of the state is a state
without a prince as mentioned in one of aphorisms such as:
if you were two, appoint one of you as Emir (Prince). Thus
people ought to have a prince; righteous or licentious since
he prevents chaos, preserves borders and distributes wealth.
In this way, the role of this Prince, ruler, president or
Sultan is ensuring the public security, guaranteeing the pub-
lic safety, and social justice and responding to aggression,
hence assuring a peaceful life for the community among
which he assumes leadership and dedicates the implemen-
tation of the laws this humanitarian community agreed upon
in which justice prevails and injustice demolishes.
