long as their consciences is dead; they are not afraid of be-
ing monitored since law is incapable of preventing them so
as the situation would become worse and a huge gap would
occur between the ruler and the parish and then hatred and
enmity would prevail even among citizens themselves lead-
ing to the destruction of the society and lack of confidence
in the State and ruler.
Therefore, the ruler and the State had to choose for pub-
lic positions a person who has conscience so that he would
not his position as an investment status to gain profit while
his evil intentions would justify his bad behavior.
The ruler should maintain deposit and give it to its ben-
eficiaries; he should combat corruption and not be afraid of
giving good advice (fears no one but God) before injustice
destroys its locations because whenever injustice lasts, it
destroys so that the words of the poet would no longer be
efficient:
Weep over lost property like women
As you have not preserved it like men
