INTRODUCTION
Viewpoints differ regarding the concept of freedom
and the means of achieving it, however, freedom neither
comes out of void, nor out of randomness, but rather out
of discipline and mutual respect among all parties, as well
as abiding by the law, values, customs, and conventions
acknowledged within a country. Furthermore, if freedom
is achieved within a framework of social and legal regula-
tion, it inevitably contributes to promoting social peace and
solidarity between the rulers and the ruled. Thus, belliger-
ency between them will come to an end and the dignity of
citizens under the authority of the State and law shall be
preserved.
The best means to establish model relations between
the rulers and their peoples is through boosting democ-
racy and granting more freedom. However, democracy
and freedom cannot be achieved without an enabling
educational and cultural environment in all societies.
