"And if any one of the polytheists seeks your protection,
then grant him protection so that he may hear the words of
Allah. Then deliver him to his place of safety. That is be-
cause they are people who do not know".

Thus, Islam finds an innovative way of dialogue without
any direct transfer of theories or defense of opinion and re-
futing the other’s point of view. It is a dialogue based on rec-
ognition of the other, but only as a human being who should
be guided and lead using practical means, and helped in or-
der to recognize the reality of this merciful religion as soon
as he commits himself to its divine laws that represent the
Theocratic State Constitution which believes in democracy
and freedom. However, all the subjects should be grouped
under the power and laws of this country that are unques-
tionable divine laws.
Based on the importance of dialogue, as a way of per-
suasion and mean of spreading the Islamic call, Islam has
flexibility and peacefulness as a way to reach the heart and
mind of enemy even if he was a tyrant as an Egyptian Pha-
raoh. The Holy Quran has adopted the recommendations of
the Creator Allah for His Prophet Moses and the brother
of Moses, Heroin. Surat Taha includes a proof of what we
