We should definitely note our adherence to the system
of knowledge and values ​ from which the Arab nation and
civilization had emerged and produced a quantum leap for
the life of the Arabs. I slamic civilization is a faith, cul-
ture and civilization for each individual and nation thanks
to the comprehensiveness of this civilization and its inter-
est in both the spiritual and material aspects. The Islamic
civilization gives due co ncern to the material as well as
the spiritual world, worship and communicating with Al-
lah the Almighty. Subsequently, Islamic civilization earned
the eligibility to be uni versal and comprehensive since it
is equipped to a panel code not limited to guidance. Islam,
more than any other divine religions, presents legal codes
that organize penalties for any guilt or transgression of the
limits of legitimacy. Since these laws are divinely originat-
ed, thus they are extremely far from error or fault.
The comprehensiveness of Islamic teachings and its
justice is a logical alternative for the positive governance
system since the articles of the positive law preserve the
interests of the ruling class including possible injustice that
it may impose. Moreover, there is no place for assumed
injustice because the pos itive law is written by powerful
people to rule fragile ones and show their dominance over
them. However, the divine laws are too far from prejudice
and subjectivity. Therefore, their universality and eligibil-
